The m id2term precip itation forecast model was bu ilt based on the typical meteorological data. The three2 mon th drought prediction modelwas bu ilt based on the soil andwater equilibrium equation. The monthly soilmoisture regression modelwasbu ilt based on the temperature and precip itation data. The drought forecastmodel inH uaibeiAre2 aswas bu ilt by the integrating the above m entioned three models. According to the results of forecasted drought and rain fall, the suitab le soil moisture index for corps, the necessary precipitation index for corps and the precipitation forecast, the drought precaution system forwinterwheat and summermaize and the irrigation decision2making computer service systemswere bu ilt. The results app lied in the last two years in the service systems indicated that th is system could be well used in the service system s.
