Liang Qichao（1873-1929） After escaping Beijing and the government crackdown on anti-Qing protesters, Liang studied the works of Western philosophers of the Enlightenment period, namely Hobbes, Rousseau（卢梭）, Locke,etc. In the early 20th century, Liang Qichao played a significant role in introducing Western social and political theories in Korea such as Social Darwinism and International Law. Liangs theory 《论译书》：“今日而言译书，当首立三义：一曰，择当择之书；二曰，定公译之例；三曰养能之译才”。 On translation Liang said:Talking about todays translation, firstly,three prescriptions should be set up.
