第28卷 第2期 重庆 建筑大学学报 Vol_28 No．2 2006年4月 Journal of Chongqing Jianzhu University Apr．2006 建筑劳务用工制度改革与构建和谐社会 廖玉平 ， 姚 兵2， 刘伊生 (1．北京交通大学 经济管理学院，北京 100044；2．建设部，北京， 100835) 摘要：建筑业既是国民经济的支柱产业，又是典型的劳动密集型产业。建筑劳务用工制度作为建筑业发 展的基础，不但是影响建筑市场秩序、工程质量安全及建筑业健康发展的重要因素，而且是构建社会主 义和谐社会的有机组成部分。涉及经济和谐、政治和谐、社会和谐、文化和谐、城 乡和谐等和谐社会各个 方面。目前建筑劳务用工制度还很不完善，存在不少影响构建和谐社会的问题。为此，应加快建筑劳务 用工制度改革，建立健全建筑劳务分包市场体系，大力发展劳务分包企业，提高劳务人员素质，保障劳务 人员权益，为构建社会主义和谐社会作出贡献。 关键词：建筑劳务；用工制度；改革；和谐社会 中图分类号：F241．32 文献标识码：A 文章编号：1006—7329(2006)02—0120—04 The Reformation of the Construction Employment System and Building a Harmonious Society LIAO Yu—ping ，YAO Bing ，LIU Yi—sheng (1．School of Economics＆Management，Beijing Jiaotong University，Beijing 100044，P．R．China；2．Ministry of Construction，Beijing 100835，P．R．China) Abstract：Construction industry is not only the pillar industry in national economy，but also the typical industry with in tensive labors．As a major part of the construction industry，the Construction Employment System(CES)is an important factor of the market order，as well as the quality，the safety and the development of the industry．It is also an important part for building a harmonious society．It concerns the social harmony，political harmony，societal harmony，cultural harmony，urban—rural harmony，etc．However，at present，there are still many problems in CES that might influence the harmonious society building．This paper advises to speed up the reformation of CES，to establish and consummate the system of construction labor subcontract，to develop vigorously labor subcontract corporations，to improve the quality of the labors，to ensure the fights and interests of the labor． Keywords：construction labor；construction employment system；refor
