F irstly the evaluation set consisted of six indexes, namely building density, population density, greenbelt rate, land-using adaptation, seism ic resistant capacity of bu ildings and seism ic evacuation conditions, is established, and then the meanings of each index is concretely explained. Furthermore, them embersh ip functions of evaluation indexes are ascertained on the basis of expermi ental analyses and fuzzy methodology. F inally, the assessment approach is proposed in light of the fuzzy comprehensive judgment and the princip le ofm axmi um m embersh ip, and at is mi p lem ented in the evaluation of SRDP plann ing of Dongying to prove its applicability.
