摘　要 随着我国建筑行业全面融入国际市场，工程量清单计价模式在我国推广使用，建筑市场竞争与日俱增，我国建筑行业得以全面发展，建筑行业的各项制度得以不断完善，我国工程项目管理水平得到长足进步。由于定额计价模式在我国建筑行业实行多年，工程量清单计价模式应用时间短暂，项目参建各方在某些方面还不能完全摆脱一些传统管理思想与方法的束缚。本文针对此现状，从我国目前工程造价管理领域中业主所具备的特殊作用出发，站在投资人的角度，分析工程项目各阶段的特点及各阶段的有效控制方法，研究如何维护业主的合法权益，以提高工程项目管理水平，提高投资效益。 在此研究思路下，文章介绍了工程量清单计价的基本概念、基本原理，引入了全过程造价控制理论，对工程造价控制活动进行了较为深入细致的分析，运用价值工程、“赢得值”原理等理论方法就如何确保业主造价控制目标进行了研究。 关键词：业主　造价控制　价值工程 Abstract With the construction industry in China is fully integrated into the international market, the Bill of Quantities mode I Country to promote the use of the increasing competition in the construction market, Chinas construction industry to be all-round development,Construction industry, the system of continuous improvement of project management level by leaps and bounds Progress.
