Abstract To make the decision-making democratically and scientifically, implementation of the hearing system is acknowledged as an important action. Hearing system has been introduced to China more than 10 years, and it brings a certain impact to our society’s traditional values. At first, the attitude of public to hearing system was lack of understanding, trust, and accept; now, it is widely accepted but has some of the criticism. It reflects that in the course of operation the hearing system has a number of issues requiring urgent solution. In addition, there is some confusion about hearing system’s basic problem in the theoretical circles. Therefore, how to learn from foreign experience and at the same time to consider China’s national conditions, making the system constantly to develop and more perfect, making its combination with China’s current legal system more feasible, and making it more operable, is still a new topic worthy of further exploration. This paper uses the method of linking theory with reality, learns from foreign-related legislation and our current practice, and systematically studies the hearing system’s concept, nature, types, scope, historical development, practical significance and related systems. On the basis of reflecting and researching in the main issues of China’s current hearing system, this paper gives some suggestion to develop and refine this system, aiming at promoting public hearing system to become benign development in China’s process of building a socialist country ruled of law.
