摘 要
建立自主灵活的激励机制是人事制度改革的重要内容。通俗地讲,管理中的激励就是要解决如何调动被管理者的积极性的问题。在工作实践中,激励就是通过管理者的行为或组织制定的规定,给被管理者的行为施以某种刺激,使其产生努力实现管理目标,完成组织任务的管理过程。自20世纪30年代著名的霍桑试验起,人们围绕激励问题,从不同方面进行了不懈的探索,形成了一系列激励理论,有力推动了现代管理制度的发展。 在实际工作中,我们坚持“以人为本”的科学理念,运用现代激励理论和原理,综合运用多种激励手段,确保激励措施起到实效。针对不同类别人员特点,综合运用、、等多种手段,激发人员活力。通过这一机制所产生的持久推动力和吸引力,使广大干部职工萌发“争先创优”的持久动机,产生实现“争先创优”目标的持久动力,引起并维持实现“争先创优”的行为。is the important content for personnel system reform that establishes the independent nimble drive mechanism. Popularly speaking, the question is how to solve transfers by superintendents’ enthusiastic in the management. In working, the bestirring is the stipulation which formulates through superintendents behavior or the organization, and is served with by superintendents behavior some kind of stimulation, then causes them to achieve the management goal diligently, and completes the organization task. Since Hosen experiment in 20th century 30s, the people have carried on the unremitting exploration from the different aspect on bases of bestirring; it has formed a series of bestirring theory and impelled the modern control system development.
In fact, we insist on “humanist” scientific idea, and use modern bestirring theory and principle, and synthesize many kinds of means of incentive, in order to guarantee the bestirring measure in effect. Due to different personnel characteristic, we inspire personnel energy by managing reasonable recompense system, effectual training mode and equitable performance management. Lasting propelling force and attraction produces which through this mechanism, causes the general cadre staff sprouts “strives to be the first to improve quality” lasting motive, has the realization “to strive to be the first to improve quality” the goal lasting power, causes and maintains the realization “strives to be the first to improve quality” the behavior.
