The law of theat state governs all substantive issues in the case， the rights and liabilities of the parties “vest ” in the jurisdiction where plaintiffs injury occurred， and the law of that state would be applied by all other jurisdiction. This approach involves a tow-step analysis; 1 (a) Characterization: The forum court must first “characterize” the lawsuit into a “basic” legal category-e.g，torts ，contracts，property ． (b) Localizing the connecting factor ：The “vest rights” approach then directs the forum court to localize the significant event or thing (the connecting factor) in a particular jurisdiction and apply the law of the state， For instance，the choice-of-law rule for torts provides that the law of the place of wrong governs；the “place of wrong” in turn is defined to be the place where the “last act necessary to create liability” occurred ．That place thus becomes the connecting factor between the tort characterization and the jurisdiction whose law will be applied. 国际法 一、翻译并且解释下列术词（每题 5 分，共
