The key of the quality management is to build up and carry out Quality Assurance System focused on quality and majored on standardize construction so that the Total Quality Management can come true. In the 21st century, the development of modern science and technology represented as Information Technology has had a more advanced and effective requirement on modern enterprises, also displayed the great importance that the quality, as the promotion force of the manufacturing enterprises, plays in the improvement of social technology and products updates. The Quality Management System is the core of Total Quality Management. But Chinese manufacturing enterprises, especially Tianjin FAW which is a state-owned enterprise, have no fully awareness of the importance of Quality Management and haven’t built up a scientific and complete Quality Management System.
