Emp irical study indicates that decision - m ak ing configuration in p ub lic p rojects affects agen t behavior and p roject p erform ance. The m ism atch ing between the decision - m ak ing power and know ledge and respon sib ility is the key factor that lead s to the low p ub lic p roject benefit. The direction of reform ation on p ub lic p rojects m anagem en t is to re p lace adm in istration agent w ith m arket agen t and to change the inform al in stitution of governm ent inve stm en t.
