河北沿海经济隆起带发展的影响因素研究.pdf

摘 要 摘 要 “十二五”开局之年，完整规划我国沿海地区是开发海洋资源、完善沿海经济发展 格局的重要举措。秦皇岛、唐山、沧州作为河北省内的沿海城市，在 11 个地市中区位 优势明显、交通体系发达、文化底蕴深厚、资源禀赋和工业基础雄厚，具备利用自身发 展带动全省经济发展的功能。2011 年11 月14 日国务院批准实施《河北沿海地区发展规 划》意味着我国沿海发展规划实现了中国 1.87 万公里海岸线的全部覆盖，标志着河北省 沿海发展战略正式上升为国家战略。 在此背景下，文章通过对沿海经济隆起带发展的相关理论进行总结和整理，运用区 域经济学理论提出沿海经济带的四个影响因素。从理论上对河北沿海经济带的形成进行 分析，得出河北沿海经济隆起带符合形成条件。但对其发展现状进行分析时发现河北沿 海经济隆起带正处于起步阶段，各影响因素对其经济增长起促进作用，其中区位因素的 促进作用最大。这和河北沿海战略刚刚上升为国家战略、相关政策和配套措施不完善以 及外部活动的时间滞后性有很大的关系。最后，针对河北沿海经济隆起带现存的问题提 出健全配套制度、协调发展关联产业、优化空间结构三个方面的对策建议。 关键词 河北省 沿海经济隆起带 产业结构 I Abstract Abstract In the first year of the 12th Five-year Plan, to plan China’s coastal areas is an important measure to explore sea resources and to improve the coastal economic development structure. Qinhuangdao, Tangshan, and Cangzhou, as the coastal cities of Hebei Province, are of unique geographical advantages, well-developed transportation system, rich cultural heritage, excellent resources, strong industrial base, and the function of using their own developments to drive the provinces economy. In November 14th 2011, the State Council ratified and carried out Hebei coastal areas of development plan, meaning Chinas coastal development plan achieving full coverage of Chinas 18,700 km coastline, marking Hebei development strategy becoming as a national strategy. In the present situation, this paper, by summarizing and organizing the development theories of the coastal economic zones and by using related regional economics theories, puts forward four influence factors of the coastal economic zones according to the for basic characters of coastal
