The decision-making mechanism optimization research of China A Dissertation Submitted for the Degree of Master Candidate ：Song Yin Supervisor：Lei Da Chang’an University, Xi’an, China 摘 要 政府决策是保证政府实施有效管理，制定科学化方针策略的首要环节及基础保障。 政府决策的优劣成为了决定政府行政管理成败的一个重要指标，更决定了一个国家的兴 衰和广大人民群众的利益。然而在现阶段我国对政府决策的研究上进度较为缓慢，其主 要原因在于我国对发展政策决策科学的理论和方法相对滞后，并且对理论的研究与实际 的政策决策的经验和规则相脱节。随着我国行政决策的不断深化以及当下世界经济日益 全球化，使得政府决策的地位和作用更加的凸显，有效的科学化决策面临越来越多的挑 战，因此也对政府决策机制的优化有着更为迫切要求。本专题通过对我国决策机制的现 状、产生的原因进行研究，找出解决的对策，完善我国的决策机制，从而更好地为社会 主义和谐社会的建设服务。 本专题以马克思主义政治学说以及邓小平理论和“三个代表”重要思想为指导，主 要运用了理论分析和实证相结合、政治分析与经济分析相结合、系统分析比较分析相结 合等方法，对我国政府决策机制的基本框架、形成背景、发展状况等问题进行研究和分 析，提出一些个人的观点与意见。 关键字：政府决策，政府决策机制，决策机制优化 i Abstract The government decision-making is the guarantee of the government to implement effective management, making scientific policy strategy of important and basic guarantee.
