However in reality, the predatory system is not stable enough. Through examining the evolvement of the within-provincial fiscal system in Province V in China, and the case study of County B in Province V from 1992 to 2006, this paper tries to find the causes for both of the formation and collapse of predatory system. We argue that, there exists a dilemma in predatory system itself: senior officials have to establish and cultivate political faction of his own in order to fulfill a strong policy target with the political incentive, but the “informal network”—political faction, will cease the existence of the predatory system as well as the promotion tournament. Our research on the interaction of political faction and predatory system will provide a new perspective on the instututional evolvement of local government in China.
