The integration of the hydrotreating operation into this SSRS design is a simple extension of the concepts already demonstrated at Bulwer Island. The integration in our proposal to FPCL is an extension rather than a simple duplication because of FPCL’s unique requirements. The process sequencing in our proposal avoids the downgrading of higher valued products (such as ethylene feed to FCC feed) while achieving all of the economies of hydrotreater/hydrocracker integration. This integration results in significant savings when compared to the construction and operation of an independent hydrotreater, even if the independent hydrotreater was built at only two-thirds of the operating pressure. Our preliminary estimate of cost savings is 10-20% on investment and 5-10% on operating cost. While targeting your objective of maximizing production of high cetane diesel and low BMCI of unconverted oil, we have selected a catalyst system and a flow scheme to achieve all of the IFB product objectives. The catalyst system and operating conditions that we proposed for Fujian Petrochemical hydrotreater are designed to achieve 1000 wppm sulfur in the hydrotreater fractionator bottoms product. The catalyst system and operating conditions in the hydrocracking reactors are designed to achieve objectives for both Option 1 (20% yield of unconverted oil at a BMCI of 10) and Option 2 (100% conversion with 0 % yield of unconverted oil).
