经济学专业学位论文 灾后农村重建信贷政策研究 ——以地震灾区北川县为例 院 系：经济与金融学院 专 业：经济学专业 届 别：2012级 学 号： 姓 名： 指导老师： 摘 要 我国幅员辽阔，地势地形和气候条件复杂多样，自然灾害频发，近年来相继发生了汶川大地震和玉树地震等特大自然灾害，在党和国家的领导和全国人民共同努力下，灾后重建取得了举世瞩目的成就。但是，在重建过程中，特别是农村地区，暴露出了金融政策支持方面缺乏经验，灾后重建信贷体系不完善等问题。本文通过对汶川地震灾区北川县农村地区灾后重建农房的调研和分析，发现重建贷款存在还款能力和还款意愿低、坏账率和风险度高、贷款使用不合理等问题，灾后重建贷款正影响灾区社会稳定和谐，影响灾区人民生产生活水平。针对重建贷款存在的问题，本文提出了合理选择贷款发放时机、延长贴息年限、建立农村自然灾害基金和商业保险基金、实行政府有条件代偿等具有可操作性的建议，为我国在应对特大自然灾害时，在农村金融支持，特别是信贷政策的制订方面提供参考。 关键词：灾后农村重建，贷款，汶川地震，信贷政策 ABSTRACT China is a large country，relief terrain and climate conditions are diverse and complex. This article through to Wen chuan earthquake in Bei chuan county rural reconstruction building research and analysis, found the loan repayment ability and reconstruction existing reimbursement intend to low, defaults and risk degree is high, loan use is not reasonable, the post-disaster reconstruction loans in the quake-hit areas are affecting stable and harmonious, the influence of the people of disaster areas production standard of living.
