The framew ork is composed of risk consciousness, quantifying analysis and optmi izing decision making from bottom to top. R isk con- sciousness, the social root of integrated risk managem ent, involves cu lture concept, social structure and legislation, etc. ; quantifying analysis, w hich embraces all scientific and technological contents of risk analysis, is the support of integrated risk management; optmi izing decision mak ing includ ing risk m anagement decision-mak ing system and its objectives is the term inal of integrated risk management. The trapezoid framew ork is a social framework, belong- ing to the society organ ization category, wh ich needs a set of physical structures for running. The quality of quanti-f ying analysis depends on the functions of the relativemathematicalmode
