中国社会保障价值理念演进和制约因素分析摘要：社会保障价值理念是关系到制度建设及变革的导向性因素，制约着制度的产生、发展及运动轨迹。我国社会保障价值取向在计划经济年代表现为平均主义，改革过程中选择了效率优先，最终定位于公平正义与人道主义。回顾分析其曲折发展的原因，既有基本国情、经济体制改革背景、人口老龄化、国际改革潮流等客观条件的影响，又有主观因素的制约。作者认为关键问题还在于我国的社会保障理论基础薄弱、研究滞后与创新不足，并由此导致理念定位不明以及价值取向的扭曲，进而束缚制度建设及改革深化。因此，建立和完善有中国特色的社会保障体系，必须在秉持现代社会保障核心价值的基础上，立足于中国国情，积极借鉴现有社会保障理论，强化理论研究，深入理论探索，创新具有中国特色的社会保障理论 Abstract: The social security value idea is the guide factor relating the system construction and transformation. It restricts the system’s emergence, the development and the motion path. Our social security value orientation in the planned economy age is equalitarianism; in the reform process we choose efficiency first. But it has located in fair justice and humanitarianism finally. Reviewing the reasons in its winding development, there is not only the influence of the objective conditions such as the fundamental realities of our country, the economic restructuring background, the aging of populations and the international reform trend; but also the restriction of the subjective factors. The key problem lies in that the theoretical base of our social security is weak, the research lags and the innovation is insufficient. It results that the idea localization is unclear and the value orientation is distorted .All these then fetter the system construction and the reform deepening.
