Key word s: the u rban - ru ra l dua listic struc tu re; comp u lso ry in stitu tiona l change; induced in stitu tiona l change; the u rban - ru ra l in tegra tion 　　统筹城乡发展、推进城乡一体化 ,其根本途径是 通过制度创新 ,使城乡二元结构向一元结构过渡 ,最 终增加农民收入、提高农民的国民地位 ,促进社会和 谐。这一制度变迁的过程 ,必然涉及现有利益格局 的打破和制度变迁主体的利益调整 ,即制度变革与 否、如何变革对不同主体的损益值或损益程度 。本 文以强制性制度变迁和诱致性制度变迁的视角 ,阐 述我国城乡二元结构的制度演进 ,并提出城乡一体 化制度创新的总体思路 。 一、制度变迁的经济学解析 拉坦把制度变迁定义为特定组织的行为或这一 组织与其环境之间的变化 ,或是在一种组织的环境 中支配行为与相互关系的规则的变化。诺斯认为 : 制度变迁是一个制度不均衡时人们追求潜在获利机 会的自发交替过程 ,即成本与收益的变动会使制度 产生不均衡 ,并诱致了制度安排的变迁。  收稿日期 : 2008 - 02 - 29 作者简介 :
