INTRODUCTION • Policy makers increasingly look to transportation planning and management to improve road performance and reduce air pollution. Such efforts, to be successful, require attention to ever larger volumes of freight traffic on our highways. However, data on freight flows are costly and difficult to obtain. • Geographical Information Systems (GIS) has been employed to improve freight data assembling and processing. Dynamic composition of web services can facilitate the automatic data query and composition for the GIS-based freight modeling system. • In comparison to expensive freight origin-destination surveys, GIS-based modeling approach offers a low-cost and easily updatable way to estimate detailed freight flows from secondary data sources. • The estimated freight flows derived from the approach can be loaded onto a regional highway network along with conventionally obtained passenger flows to yield reasonably accurate simulations of network performance. 2. STRUCTURE OF THE GIS-BASED FREIGHT MODELING SYSTEM • The GIS-based freight modeling system is a combination of an economic input-output model, urban location model, commodity flow model, spatial interaction model, and transportation network equilibrium model, etc., which is tightly or loosely coupled with a GIS system. • The general framework of the GIS-based
