我国兽药使用规定及规范管理分析 陈莎莎，王　娟 （中国兽医药品监察所，北京　100081） 摘　要 ：兽药在防治动物疫病，保障畜牧业健康发展的同时，也影响着动物源性食品质量安全。本文从 《农产 品质量安全法》《畜牧法》《兽药管理条例》到农业部部门规章和公告，梳理了当前我国兽药使用的有关规定， 促进养殖者合理规范使用兽药。分析了当前存在的养殖面广量大、监管力量薄弱、饲料违规加药、执业兽医数 量不足等问题，提出了健全法律规范、理顺兽药使用管理机制、发展兽医社会化服务、加强宣传教育、推广健 康养殖模式等建议。 关键词：兽药 ；动物源性食品；兽药残留 ；法律法规；疫病防控 S859.84 A 1005-944X 2017 07-0049-04 中图分类号： 　　文献标识码 ： 　　文章编号 ： （ ） DOI 10.3969/j.issn.1005-944X.2017.07.014 ： Analysis on the Regulations and Regulation Management for Veterinary Drug Application in China Chen Shasha，Wang Juan China Control Institute for Veterinary Drugs Beijing 100081 （ ， 　 ） Abstract Veterinary drugs play a huge role in animal disease prevention and control and healthy development of ： animal husbandry and at the same time，affect the quality of animal food quality and safety as well. From The Law on Agricultural Product Quality and Safety ，The Law on Animal Husbandry，The Veterinary Drug Management Regulations to the regulations and announcements of the Ministry of Agriculture ，this article combs the current provisions on veterinary drugs in China in an attempt to promote the rational use of veterinary drugs. This paper analyzes the existing problems such as the large amount of livestock farming ，weak supervision ，illegal use of feed additives and shortage of veterinary practitioners. It is therefore proposed to improve the legal norms rationalize the management ， mechanism of veterinary drug use ，develop social veterinary service，strengthen publicity and education，and promote health
