The quality and ability of the people are fundamental to the development of a region and industry. The quality of Hainans tourist cadres will be directly related to the construction of Hainan international tourism island. It is of strategic significance to provide efficient education and training for the contingent of cadres in Hainan and to guarantee the demand for talents in the construction of international tourism island. The education and training programs of science should be based on the training needs analysis in construction, this study analyzed the model according to the training needs (see Figure 1), analysis of the current situation and demand of training cadres of Hainan tourism based on the proposed design ideas of education and training of cadres of Hainan tourism.
