农民工医疗保障制度的研究 摘要： 为了了解农民工医疗保险制度，解决农民工医疗保险问题，本文首先介绍了医疗保险的定义发展历程中各种社会保障制度，界定了农民工医疗保险制度，同时阐述了研究的不足和意义，如：理论上更加完善了农民工医疗保险制度，实际上对城乡医疗保障制度的衔接具有重大意义；其次，本文进一步说明了农民工医疗保险制度的发展历程和现状，发现了农民工“无保”、“断保”、“无参保意识”等问题，除此之外，本文以深圳为例，浅析了专门面向农民工医疗保险模式；最后，为了维护农民工的合法权利，进一步完善农民工医疗保障制度，本文参照巴西、日本等国的医疗保障制度，吸收借鉴先进经验，提出了政府大力扶持，加强法制建设，加大宣传力度，严惩违法违纪行为等建议。 关键词：农民工；医疗保障制度；社会保障制度 The research of peasant workers medical security system Abstract：In order to understand the medical insurance system for migrant workers, migrant workers medical insurance problem, this paper first introduces the definition of medical insurance development in various social security system, define the medical insurance system for migrant workers, and expounds the shortage of the research and the significance, such as: in theory to be more perfect the medical insurance system for migrant workers, in fact the connection of urban and rural medical security system is of great significance; Second, this article further illustrates the development course and the present situation of medical insurance system for migrant workers, found that the migrant workers the uninsured, broken, no ginseng protect consciousness, in addition, in this paper, taking shenzhen as an example, analyzed the dedicated for migrant workers medical insurance mode; Finally, in order to protect the legitimate rights of migrant workers, and further perfect the medical security system of migrant workers, in this paper, with reference to countries such as Brazil, Japan medical security system, absorbing advanced experience, put forward the government strongly support, strengthening the construction of legal system, intensify propaganda, to punish violations.
