H ow ever, m ore attent ion is paid to structural m easures both in research and practice. In th is pa- per, the necessity to enhance the non- structural m easuresw as dem onstrated from three aspects: the lmi ited effect o f structura lm easures, the d isaster characteristic o f new type lifeline system s and the changes o f d isaster s loss cate- gory. T hen, four typical non-structural m easures w ere d iscu ssed, includ ing the disaster m anagem ent system s, tech- n ica l leg islation, disaster insurance and d isaster prevention education.
