系统研发与应用 System Research and Application 基于财务一体化管理的HRP系统设计 王曼① 姚刚 ＊ 摘 要 探讨了基于财务一体化管理的HRP系统功能设计方案，主要从基础层、业务层、管理层和决策支持层四个层次对HRP 功能进行规划。首先提出了HRP系统的整体功能模型，模型中包括“医教研”基础数据平台，业务层主要对医院人财物进行 全面管理，管理层通过业务层产生的数据对医院进行全面成本核算和绩效考核，支持决策层通过数据分析为管理层提供决策 支持；在HRP整体功能模型的基础上分别对医院人力管理业务、财务管理业务、物资管理业务、科研教学管理业务等核心业 务流程进行探讨，对HRP细节功能进行设计。通过将医院整体运营管理过程进行分层设计，为医院管理和运营模式提供全面 依据，同时为HRP系统的实施提供可行方案。 关键词 医院财务管理 HRP 成本核算 绩效考核 Doi:10.3969/j.issn.1673-7571.2013.09.014 Design of HRP System Based on Financial Integration Management / WANG Man, YAO Gang//China Digital Medicine.- 2013 8(9): 39 to 41 Abstract The paper extends a discussion on the HRP system function design for financial integration management. There are four levels of HRP function in the paper which are fundamental level, operation level, management level and decision level. Firstly, the paper puts forward the comprehensive function mode of HRP system which includes Medical-Teaching-Research database platform. Secondly, the operation level deals with the total management of human resource and property of the hospital. Thirdly, management level conducts the cost accounting and performance appraisal on the data coming from the operation level. Last but not least, the decision level makes the decision which supports the management one. In addition to that, on the basis of the HRP system function, the paper also explores a discovery of the human resource management, accounting management, property keeping management, scientific and research management and so on. The management levels dividing method will not only be beneficial to the management and operation for the hospital but also provides a feasible way to HRP system development.
