铁岭市中小企业援助政策研究 摘 要 21 世纪世界经济发展的主旋律就是中小企业的发展,中小企业数量大、活力 强，在推动经济增长、优化产业技术、增加金融税收、吸纳剩余劳动力等方面已 经成为推动经济发展的中坚力量。然而，中小企业增速慢、融资难、税费重等问 题也导致发展受到制约，那么如何通过政策去支持中小企业的发展就成了本文关 注的议题。本文通过铁岭市扶持中小企业发展的过程中的困境分析，力求找出影 响其发展的根本原因，并有针对性地提出可操作性的政策建议，为铁岭乃至同类 型城市发展中小企业提供参考性建议。 研究从中小企业发展的理论基础出发，运用文献资料法、调查分析法、比较 分析法等方法，探讨了如下问题：第一，从地市级中小企业管理部门的角度出发， 结合地市级工业及中小企业管理部门的职能特征、手段和关注的重点来发现问 题。第二，分析国内外扶持中小企业发展的政策及可借鉴的先进经验。第三，依 托铁岭市中小企业局工作的实际，提出政策性建议。 研究认为，铁岭市的中小企业援助政策在融资担保、财税支持、信用服务、 创业培育方面仍然存在针对性和操作性等不足，在综合分析了各种因素后，得出 的结论是：多渠道多层次融资、加强财税政策支持、提升信用担保服务、开展普 惠制创业培育是改善铁岭市中小企业援助政策的有效途径。 关键词：铁岭地区 中小企业 发展困境 I Research on Policies to Aid the Small and Medium-sized Enterprises of Tieling City Abstract The main melody of the development of the world economy in the twenty-first century is the development of small and medium-sized enterprises. The number of the small and medium-sized enterprises is very large and they have strong vitality. In our country they have become the backbone of the development of economic. The small and medium-sized enterprises play an important role in promoting economic growth, optimizing the industrial technology, increasing financial revenue, absorbing the surplus labor force and other aspects. But the development of the small and medium-sized enterprises is constrained. The reason of problem is the slow growth, the difficulties of finance, the heavy taxes and fees and also other issues. The focus of the paper is how to use some policies to guide them.
