School of Economics and Management, Henan Agricultural University, Zhengzhou, 450002; 2.Department of Tobacco Leaf Management, Henan Provincial Tobacco Company, Zhengzhou, 450008 China) Abstract: Pushing forward modern tobacco agriculture energetically is the strategic decision that guarantees the tobacco industry to develop steadily. As one of main flue- cured tobacco areas in our country, Henan provincial tobacco industry responds actively and explores bravely according to the requests of the modern tobacco agriculture. The achievements of pushing forward modern tobacco agriculture and aimed at the existent problems in Henan province based on comprehensive investigations were summed up. Some measures and suggestions on realizing the transition from traditional tobacco leaf production to modern tobacco agriculture were put forward, i.e., enhancing recognition of modern tobac- co agriculture, making a good plan and increasing input on construction of fundamental instruments, constructing and perfecting proper land trade
