Study On The Management Of Road Passenger Transport Route Franchises In Gansu Province A Dissertation Submitted for the Degree of Master Candidate：Kou Zhao Supervisor：Prof. Zhang Zhoutang Chang’an University, Xi’an, China 摘 要 “十一五”期间，甘肃省道路运输业发展迅速，运输总量和运输周转量在综合运输 比例中逐年上升，班线运输能力大幅提高。道路客运班线的运输能力有了较大提高。作 为道路公共客运存在的首要条件和载体，道路客运班线承担着道路旅客运输中的主要运 输任务，在社会经济中发挥重要作用。科学化、合理化和规范化的管理工作是客运班线 发展的前提，但是，由于管理部门对班线管理的研究不足及甘肃省实际问题，致使管理 部门对班线经营权的管理存在一些漏洞，制约了道路客运的发展。因此，研究道路客运 班线经营权的管理，采取相应对策，可以使道路运输业有较快的发展。 本文在对文献和调研资料进行详细总结的基础上，首先分析了道路客运班线经营 权基础理论，指出了进行道路客运班线经营权管理及改革的必要性。其次通过研究道路 客运班线经营权管理的发展历程，为进一步探索客运班线经营权管理改革作好铺垫。然 后研究甘肃省道路客运班线经营权管理现状，分析其存在的问题和成因。最后将研究重 点放在取缔客运经营权私下交易、变革经营权市场准入管理和完善班线经营权市场监管 上，并提出公司化改革、基于特许投标理论的客运班线运价招投标制等措施，最终实现 甘肃省道路客运班线经营权管理的可持续发展。 关键词：客运班线，经营权，公司化经营，特许投标理论 I Abstract During the Eleventh Five-Year period, and economy, road transportation of Gansu province has developed greatly, there are substantial increase about total traffic and transport turnover quantity in comprehensive transportation proportion, the comprehensive capacity of transportation was further reinforced. As a precondition and actor of the road transportation, passenger transport route bear the main transportation task of it, play an important role in the social economy. How to build a unified open and highly efficient and orderly road passenger transport market, is inseparable from the scientific, rational, standardized, institutionalized management.
