电子政务环境下基层政府知识共享研究 摘 要 知识是知识经济时代的一种重要资源。在基层政府管理中，通过知识共享不 仅可以对原有的知识进行概括总结，还能够创造出新的知识，从而有效的提高政 府的工作效率，有助于服务型政府的建设。然而，我国传统的行政组织结构呈金 字塔垂直式分布，电子政务作为一种技术手段，通过互联网技术，为基层政府知 识共享搭建了一种有效的交流平台，能够使金字塔最底层的信息迅速的传至最高 层，并及时对公民的需求进行回应。以电子政务为交流平台的基层政府知识共享 研究，已成为基层政府管理和创新的理论和实践问题，对未来基层政府实现知识 共享将产生极为重要的影响。 文章介绍了电子政务及基层政府知识共享的相关理论内容，并且通过文献资 料归纳法、实地考察法、问卷调查法等方法，利用社会学统计工具对收集的数据 进行分析，并从基层政府与政府组织之间知识共享（G2G）、基层政府与商业机构 间知识共享(G2B)、基层政府与公民间知识共享入手(G2C)，发现电子政务环境下 基层政府知识共享过程存在的问题，并从思想观念、组织建设、文化氛围、制度 体系及技术手段等方面具体分析这些问题产生的原因。在此基础上，从转变基层 政府知识共享的观念、完善基层政府知识共享的组织机构、健全基层政府知识共 享的制度体系、营建良好的文化氛围、创新基层政府知识共享的技术手段五个方 面探讨了电子政务环境下基层政府知识共享的实施对策。 关键词：电子政务 基层政府 知识共享 I Study on the Grass-roots Government Knowledge Sharing under the E-government Environment Abstract In the government management, through knowledge sharing, it not only can summarize the original knowledge, but also can create new knowledge, thus effectively improving governments working efficiency, so as to be helpful to the establishment of the service type government. However, the administrative structure of our country is Pyramid in vertical distribution, hierarchical structure has seriously hindered the implementation of basic level government knowledge sharing. As a technical means, through the Internet technology, E-government build an effective communication platform for the grass-roots government knowledge sharing.
