2013 Vol.2 《公共经济研究》 ， Does Fiscal Decentralization Promote Economic Growth in China: A Meta-Regression Analysis 1 2 XIE Zhenfa , ZHANG Wei Department of public economics, Xiamen University, Xiamen, China 1. xzf@xmu.edu.，2. xmuvihee@yahoo.cn Abstract: The second generation theory of fiscal decentralization provides a more reasonable theoretical explanation for the proposition that fiscal decentralization promotes economic growth in China, although it is facing more and more criticism. In recent years, there are more and more empirical researches for the proposition while about half the results support it, but no consistent conclusion has been drawn. In order to test whether these empirical findings is affected by the characteristics of specific studies, this article has selected 27 empirical studies with high quality for meta-analysis. The empirical results show that the impact of fiscal decentralization on economic growth of China are influenced by different study characteristics, especially the impact that “fiscal decentralization promotes economic growth in China” is significantly influenced by “region, K/L, revolve, budgetary”. However, the impact that “fiscal decentralization hampers economic growth in China” is only influenced by “Yreal”. Through the funnel plot asymmetry tests of all indicators of fiscal decentralization, indicators of fiscal revenue decentralization and indicators of fiscal expenditure decentralization, we have found that there is a problem about the existence of publication bias in the sample studies, which mainly happened to fiscal expenditure decentralization other than fiscal revenue decentralization. Therefore, we should be cautious about the results of present empirical researches. Key words: Fiscal Decen
