宁夏中部生态移民政策研究——以鲁家窑移民新村为案例.pdf

摘 要 宁夏中部地区生态脆弱，干旱少雨，当地经济落后，人们收入微 薄。为缓解宁夏中部地区生态的压力并使当地居民逐步摆脱贫困，国 家对宁夏中部地区实施生态移民工程，国家开始逐步将当地部分居民 从山区搬迁到平原，本文所讲的山区是原居住地海原县和同心县等， 本文所讲的平原是鲁家窑移民新村。通过实施生态移民工程，缓解了 原居住地的生态压力，同时也提高了移民们的生活水平,然而，在生 态移民工程实施的过程中遇到了一些问题。为此，本文以鲁家窑移民 新村为例，从进一步完善生态移民政策的角度出发，来分析和研究宁 夏中部地区生态移民政策的落实情况，以“惠农政策理论”等作指导， 最后就宁夏中部地区生态移民政策在落实过程中遇到的问题提出了 政策建议。 全文主要包括五部分内容： 第一章 绪论：介绍本文的选题背景和意义、研究的目的、思路 和方法、国内外文献综述及本文的创新点与不足。 第二章 介绍本文的相关概念与理论述评。 第三章 宁夏中部地区生态移民的现行政策现状及问题分析：介 绍了宁夏中部地区实行生态移民的原因、现行政策现状及对存在的问 题进行了分析。 I 第四章 介绍了国内其它地方生态移民政策的状况，以对宁夏中 部进行经验借鉴。 第五章 提出更好的落实宁夏中部地区生态移民政策的建议。 关键词: 生态移民，鲁家窑移民新村，政策 II ABSTRACT Ecology is fragile and drought in the central region of Ningxia,The local economy is backward, people＇s income is low. In order to ease the pressure of the central region of Ningxia ecology and the local residents gradually get rid of poverty. Nation makes the ecological migrants project for the central region of Ningxia. The country gradually began to move part of local residents from the mountains to the plain.The mountain mentioned in this paper is the original places of Haiyuan and Tongxin counties and so on.The plain mentioned in this paper is Lu jiayao migration village.
