国际关系中的话语权研究 摘要 本论文采用福柯对知识／权力的分析论述作为理论依据，探讨冷 战后国家行为体在不对称的权力关系下，如何通过行使话语权力来主 导国际交往行为。概括而言，研究的主题和意义是提供一个能解释后 现代社会的话语权力观，以及话语权力在实践操作上的参考框架。论 文主要进行了以下几方面的分析工作：探讨话语权力中硬权力和约瑟 夫·奈有关软权力的权力来源、权力的形态、结构及运行模式；分析 话语权力如何通过国际机制、官方外交、国际条约、跨国传媒、民间 文化等话语文本，建构符合行为体利益的社会现实和国家身份；并借 鉴话语文本分析法的论述，强调在权力的操作过程中，着重隐蔽的手 段、灵活的言说技巧和表达时机的话语权是一种隐权力，可以成为提 升国家势力的杠杆，令国家间的交流朝着有利于本国的方向发展，以 达到实践国家利益的目的。与此同时，国家在行使话语权力的过程 中，可以协助建构一个更加平等、公义的世界秩序。 关键词：话语权力、软权力、话语文本、话语霸权 The Study of Discursive Power in International Relations Abstract This thesis seeks to construct an analytical framework for the study of discursive power understood as the ability to achieve desired outcomes through persuasion based on material and immaterial capabilities. It sets out to examine the concept, nature, components and structure of discursive power in the post-cold war era. Michel Foucault’s knowledge/power theory will be re-appropriated to describe the way how truths are discursively produced and sustained in institutions, mainstream media, academia, and mass culture. Joseph Nye’s soft power theory will also be drawn to further explore how state actors exercise domination and control over others by setting agenda, shaping others’ identities and interests through legitimate hegemony and employing invisible, non-violent and pervasive exercise of subtle power to advance a balanced multiplicity of force relations. In the end the thesis concludes with a call for more reflexivity in building a just and equitable international order.
