摘要 保障性住房不仅是商品房市场建设的重要内容，更是一个重要的民生问题。 近年来，中国住房保障政策的实施，在一定程度上减轻了中低收入居民的居住 困难，但是政策的实施与保障目标之间仍然存在着一定的差距，尤其是保障性 住房的选址问题一直以来未得到社会相关部门和政府的关注，致使保障性住房 选址产生严重的空间失配，带来了诸多的社会问题。社会保障性住房选址的好 坏直接影响到建设工程的投资成本高低、受保人群生活便利程度以及未来城市 的和谐发展前景。因此非常有必要开展有关保障性住房选址的研究。 本论文利用多学科研究成果，从微观层面基础上分析影响中国城市保障性 住房选址的主要因素及现状，针对中国城市保障性住房选址郊区化、空间失配 以及难以兼顾选址的经济性和社会性等问题进行研究。利用空间失配理论和土 地竞租理论从福利损失的视角，以北京、杭州等城市实证案例，探讨保障性住 房选址中存在的制约因素。同时，建立简易的分析模型，分析保障性住房选址 空间失配如何导致居民的福利损失。提出中国城市保障性住房选址既要实现地 块的经济利益，又要提高居民的总体福利水平，并给出混合修建，城市边缘区 域集中规划，城市中心区的旧城改造，城市中心小范围集中选址修建，新城的 开发建设五种选址模式，为实际应用提供合理化建议，避免或减轻空间失配的 负面影响，实现保障性住房的保障目标。 【关键词】保障性住房 选址 空间失配 福利损失 3 Abstract Social security housing plays an important role both in the development of the commercial housing market and the improvement of livelihood issue s. In recent, the implementation of Chinas housing security policy has alleviated the housing difficulty of low- income residents in some content, however, there is a obvious gap between the implementation and objectives of the security policy, in particular, site selection of the social security housing has not been concerned by relevant sectors of society and the government up to date, which leads to resulting a serious municipal spatial mismatch and other severe civil problems. Site selection of the social security housing has a direct impact on the cost of the construction engineering, the convenience of the insured group’s life and the future prospects for the harmonious development of the city. Therefore, it is imperative to carry out the study on site selection of municipal social security housing.
