With the local efforts all round China, a cluster of centers, such as Beijing, Shanghai, Hangzhou, Su-Xi-Chang, have been established to develop important Comic and Animation Industry. Hangzhou, famous as the Heaven on the earth, takes drastic decision to make itself Capital of Comic Animation, Having preferable resource and the substantial fundament, witii flie vigorous promotion fitwn the government, the Comic and Animation Industry in Hangzhou has a prosperous future. However, weaknesses exist in the content of firoductions and the creative ability of the iqstream of the industry. There are also wane obstacles in the abilities of related industries controlling, sound sovice and industrial extending. As a result, there is still a long way to go for Hangzhou to achieve the goal of becoming the Capital of Comic Animation. That is to say, the development of Comic and Animation Industry in Hangzhou must avoid the condition that individual irrationality leading to the industrial irrationality, which makes the Capital of Aiumation not worthy of the name.
