设计总说明招投标制度作为工程承包发包的主要形式在国际国内的工程项目建设中已广泛实施。它是一种富有竞争性的采购方式，是市场经济的重要调节手段。它不但为业主选择好的供货商和承包人，而且能够优化资源配置，形成优胜劣汰的市场机制。其本质特征是“公开、公平、公正”和“充分竞争”。实践证明，招投标制度是比较成熟而且科学合理的工程承发包方式，也是保证工程质量、加快工程进度的最佳办法。本文主要研究投标文件的编制过程，通过对图纸上各分部分项工程的掌握，进行施工组织设计方案的编制和工程量的计算。利用计算机辅助造价系统进行概预算造价。同时，了解国内外各项工程投标形式、计价方式及工程过程中投标法从而对投标文件中合同通用（专用）条款及技术规范有更深一步的认识。关键词：招投标清单计价施工组织设计Design DescriptionAs the main form of Engineering Contracting，Bidding has been widely implemented in international and domestic construction projects.It is a competitive procurement methods and an important regulator of a market economy means.It is not only good for the owners to choose suppliers and contractors,but also for optimizing the allocation of resources,and the formation of the market mechanism of survival of the fittest. Its essential characteristic is open, fair and just and full competition”.Practice has proved that bidding is the more mature, scientific and rational approach to work contracts, but also the best way to ensure the quality and speed up the progress of the project .
