摘要 行政服务中心是我国行政体制改革中出现的新事物。以服务精神为指导，遵循便民原则，在群众要求最强烈的地方，开创了市场准入和基本服务方面政府改革的先河。它已构成了服务型政府建设的突破口，起了某种强化政府服务功能的标杆作用。然而，行政服务中心毕竟是个新生事物，由于各级政府没有考虑到自身的特点，各地在建设过程中又没有现成的经验可提供借鉴，使各地行政服务机构在建设实践过程中不可避免地面临了一系列问题。作为中国行政管理体制改革的一个重要突破口，行政服务中心的发展直接关乎改革的继续深化推进，具有非常重要的现实意义。 论文分为五大部分。第一章分析了论文的选题背景和意义，并对国内外的相关研究进行了回顾。第二章回顾了行政服务中心的发展历程，界定了行政服务中心的内涵，并通过公共管理理论指明行政服务中心的发展方向。第三章概述了英国和美国行政服务中心发展的经验，并得到相关的启示。第四章分析了我国行政服务中心的现状、存在的问题，并分析了问题存在的原因。第五章是论文的重点，论文从理念上、定位上、组织结构、运行机制和资源探讨了我国行政服务中心的发展方向。 关键词：行政服务中心，公共服务、发展方向 Abstract Administrative Service Center is a new thing of China's reform of the administrative system.
