论文编号： 油气管道建设国际EPC工程项目风险管理研究 中国政法大学研究生院 二○一四年三月 摘要 油气 管 道运 输，是继 公路、铁 路、水路、航空运输之后第五大运输方式 ，在石油天 然气工 业乃至 世界 经济当中 的作用 日益突出，其发 展状况 直接体现了一个国 家运输 业的现 代水平。近年来，随着“走出去”战略的实施，中国企业参与的海外油气管道工程项目也越来越多，其中大多数是EPC工程总承包项目。 油气管道建设国际EPC工程项目由于受所在国经济、法律、税收和外汇等多方面因素的共同影响，工程建设周期长、投资金额大特点从而使EPC项目包含了的风险因素。Abstract Oil and natural gas pipeline transportation is the fifth mode as an alternative of road, railway, waterway and air transport. Its important role of economic responsibility in the world’s oil and natural gas industry is increasingly prominent. Its development directly reflects the levels of national modernization in the transportation industry. In recent years, with the “going out” strategy, Chinese enterprises are participating pipeline projects overseas, which mostly are EPC projects. Related to national economic, legislation, taxation and exchange policies in the host country, EPC projects are affected by risk prioritization, such as long construction period, a large amount of investment, etc. Proper risk management would deliver a successful project and a better implementation for contractors. It is even more important than managing uncertainty that a scientific and standardized execution procedure largely reduces the negative effect or probability of threats. This paper comprehensively studies the risk management methodologies and processes in international EPC oil and natural gas pipeline projects. Several theories are identified and assessed, such as, AHP method, WBS-RSK method. Furthermore, this paper proposes appropriate strategies to solve risk scenario.? Finally, a case study based on the China-Burma oil and natural gas pipeline project performs qualitative and quantitative analysis. Its results implicitly demonstrate main applications and key technologies applied in EPC risk management. The methods discussed in the context certainly contribute practical risk mitigation.
