Such organization is formed through election and aims at serving for the residents in the aspect of asset security and right protection. The organization is attempting to build a new social relation framework by adopting an equal and contractual approach, thus inevitably constituting a challenge to the regime of the local administrations authorized by government in terms of community governance. The challenge hinges primarily on the question as to whether the communities should be governed or they will spontaneously manage themselves. The difference is reflected in many aspects such as the entry requirement for conducting public administration, the rights of the citizen representatives, the sources of power of the public organizations, the codes of conduct, and its principles.
