23 | 自贸区规划研究 中国（上海）自由贸易试验区产业体系探索与空间 布局研究 The Industrial System and Spatial Arrangement in China (Shanghai) Pilot Free Trade Zone 石 崧 王周杨 石婷婷　　　 文章编号1673-8985（2014）04-0023-05 中图分类号TU981 文献标识码B 摘 要 随着全球贸易投资规则的变化与国内新一轮改革进程的推进，中国（上海）自由贸易试验区成为中国进一步融入全球经济体系的国 家战略。在回顾上海保税区发展历程与现状分析的基础上，结合上海自贸区的政策解读，对上海自贸区的产业体系与空间布局进行探 索。上海自贸区应重点发展国际贸易、航运服务、现代物流、高端制造四大基础产业，积极培育金融服务、专业服务、社会服务、文化服 务等新兴产业，同时要加快发展周边配套产业。在产业空间布局上，需根据不同片区基础，促进产业功能集聚；提升土地利用效率，促 进存量用地调整；推动区内区外联动，拓展产业发展空间。 Abstract With the change of global trade and investment rules and the new development of reform in China, Shanghai Free Trade Zone has become a national strategy of China to integrate into the global economic system. This paper reviews the development process of Free Trade Zone in Shanghai, and analyzes the industrial system and spatial arrangement under the guidance of the new policy of Pilot Free Trade Zone. We argue Shanghai Free Trade Zone should focus on four fundamental industries: international trade, shipping services, international logistics, and high-end manufacturing; cultivate new industries such as financial, professional, social, and cultural services; also develop some interrelated industries. Spatially, the new industries should agglomerate in different sub-zones based on the industrial location; the industrial land in the zone needs to be rearranged to improve the land using efficiency; the linkages between in-zone and out-zone should be enhanced to extend the industrial space. 关 键 词 中国（上海）自由贸易试验区 |产业体系 |空间布局 Keywords China (Shanghai) Pilot Free Trade Zone |Industrial system |Spatial arrangement 0　引言 自由、投资自由、货物进出自由、管理效率等方 自由贸易区（Free Trade Zone）一般指 面仍然存在诸多不足[2-3] 。 设区国为达到特定经济目的、通过特殊的经
