***** 学 位 论 文 作者姓名 指导教师 申请学位 工程领域 研究方向 摘 要 伴随我国经济的高速持续发展，我国农村城镇化，集镇城市化的速度和规模将进一步提高。政府投向城市建设的基础设施项目、公共建筑项目的资金逐年增加，随着投融资体制的改革，政府以外的资金投入该领域也成逐步递增趋势。如何有效运营管理好这些项目资金，保证城市基础设施、公建设施项目的建设质量和投资效益，成为摆在政府管理者面前的一个亟待解决的问题。本文针对传统的城建项目投资管理模式在新兴市场经济形式下的适应性、合理性进行剖析，立足于城建项目管理的现状，在比较与借鉴国内外先进的项目管理经验，探索城建项目管理的新模式，以便逐步完善和规范城建项目管理行为，提升城建项目管理的水平。 本为以H市为例，探讨和研究了H市城建项目现行的管理模式存在的问题，以及在新兴市场经济条件下，H市城建项目管理改革发展方向，并结合政府投资项目管理理论和虚拟组织理论，构建了H市城建项目虚拟联盟。探讨在该模式下H市政投资项目运行方式、管理体系等问题。 关键词：城建项目；管理模式；虚拟理论 Abstract Along with our countrys high-speed economic sustainable development, our country rural urbanization, the speed and scale of towns urbanization will be further improved. The funding that the government invest to urban construction of infrastructure projects, public building project increase year by year, along with the investment and financing system reform, outside of government funds also become gradually engaged in this field increasing. How to efficiently manage these project funds, guarantee urban infrastructure, public facilities construction project quality and benefit of investment and become a problem to be solved for the managers in the government. In this paper analyzes the rationality, the adaptability of the form based on the traditional urban construction project investment management model in the emerging market economy, based on urban construction project management present situation, comparison with the reference of the domestic and international advanced project management experience , explore a new mode of urban construction project management, so as to gradually improve and standardize urban construction project management behavior, improve the level of urban construction project management. This as the H city as an example, this article discussed and studied the urban construction projects management mode of H city, and existing problems in emerging market economy condition, H city urban construction project management reform development directi
