当前我国发展非营利组织面临的挑战与对策 同济大学02级行政管理 黄敬宗 摘要：随着社会主义市场经济体制的日趋完善，政府职能的进一步转变，我国非营利组织的发展面临前所未有的机遇和巨大挑战。对非营利组织发展问题进行系统分析和深入探讨，不仅具有重要的理论价值，而且具有很强的现实意义。本文以邓小平理论为指导，运用公共管理学、行政学等学科的基本原理和规范分析与实证分析相结合的方法，对非营利组织发展问题进行了全面深入的论述。本文分五部分：第一部分介绍非营利组织概念、类型、特征以及在我国社会经济生活中的作用。第二部分阐述我国非营利组织的发展现状和管理体制。第三部分从我国非营利组织内部和外部环境两方面分析我国非营利组织发展所面临的主要问题。第四部分从国内外环境方面分析我国非营利组织发展的有利因素。非营利组织 政策建议 能力建设Along with the increasingly perfecting of the socialism market-economy system, and the progressive transition of government function, the development of our countrys Non-profit Organizations in china is up against unprecedented opportunities. This thesis takes for that systematic analysis and deep exploration aiming for Non-profit Organizations are significant in theoretical aspect as well as in realistic aspect. Guiding by Dengs Theory, the thesis employs basic principles of public management, Administration and other disciplines, exerts the method which combine normative analysis and empirical analysis and discusses the development of our countrys NPOs deeply and thoroughly. There are five chapters in the paper. The first chapter introduces conception, types and features of the NPOs, and its impact on economic lives in our society. The second chapter analyzes the current situation of NPOs in China as well as its management system. The third chapter points out the problems about the development of Chinas NPOs from the aspects of its internal and external conditions. The forth chapter analyzes the favorable factors for the development of Chinas NPOs according to the domestic and international environments.
