中国农业大学 本科生“URP”计划结题报告 项目名称 ：农户层面水权交易的新模式——河北省桃城区“提补水价”制度 指导老师 ： 韩青（副教授） 小组成员 ： 陈思丞 刘超 庞涵 刘芸利 李杨 工作单位 ： 中国农业大学经济管理学院  农户层面水权交易的新模式——河北省桃城区“提补水价”制度 摘 要 面对水资源的匮乏，国际上实施最广泛的便是水权交易政策。自从世纪之初，中国治水思路也开始从传统上的工程水利向资源水利转变，达成的共识是，通过完善水权交易制度来推动整个水权制度的建设，从而达到节水的效果。但是通过甘肃张掖水权交易的案例表明，由于水资源总量的不确定性强，测定成本较高，因此以事前总量控制和定额管理为基础的传统水权交易模式，在农户层面不具有大规模推广的可能性，而河北桃城区“提补水价”制度则被视为农业水价改革的新范例。本文通过对当地该制度实施情况的实地研究，在对“提补水价”制度变迁的深入了解的基础上，详细分析指出，“提补水价”制度的实质恰恰是一种水权交易新模式。它通过巧妙的制度安排，在节约大量交易成本的情况下引入水权交易机制。虽然政府补贴占提价比例多少还值得进一步探究，但“提补水价”制度无疑将是中国未来农户层面水权交易的一个重要模式，而且在很多领域都有广阔的应用前景。 关键词：提补水价，水权交易，农户层面，水价改革 Abstract Facing?water?scarcity, water right trade?policy is widely used internationally. Since the?beginning of this century, China?began to?flood control?from the traditional idea of???the project on water resources for water to change, the consensus is that by improving the system of water rights trading to promote the construction of the water rights system to achieve water-saving effect. However, trading of water of rights of Gansu Zhangye, the case proved that the uncertainty of total water resources caused high cost, therefore, total control and quota management in advance based on traditional water rights trading model does not have the possibility of large-scale promotion. However, the Hebei Taocheng “Put-pay price” system is regard as a new good model for agricultural water price reform. Through the implementation of the system of local field studies, based on the deeply understanding of the “Put-pay price ”, our team analysis and pointed out that this system is a new water rights trading mode. Through clever institutional arrangements, it saves a lot of transaction costs in the case of the introduction of water trading mode. Although the proportion of government subsidies account for the number of price increases is also worth further exploration, but “Put-pay price” system undoubtedly will be the future of farm level is an important water rights trading model, and in many fields
