China, 300072 Abstract Building service-oriented government has become a worldwide general course of administrative reforms. After joining the WTO, Chinese governments at all levels keep on exploring possible means and mechanisms to transform into service-oriented government. Construction of a service-oriented government can not only promote the transformation of government functions, improve the administrative efficiency, but also is of extreme importance for China’s merge into the international community as well as for China’s sustainable social and economic development. This paper first discussed the meanings and features of a service-oriented government; then based on these, further analyzed the concepts behind the service-oriented government and present ethical dilemma in practices. Finally, after comparing the international trends with the Chinese realities during nowadays social-economic transformation process, the author tried to put forward some suggestions and solutions to China’s service-oriented government constructions.
