2008 年 4 月 广西财经学院学报 Apr .2008 第 21 卷第 2 期 Journal of Guang xi University of Finance and Economics V ol.21 No.2 农村金融体系中商业金融与政策金融的协调 韦 恒 (东北农业大学 经济管理学院 , 黑龙江 哈尔滨 150030) [ 摘要] 我国各地农业和农村经济发展程度有很大不同, 农村金融需求存在不平衡性, 使得我国农村金融体系落后 于农村经济发展, 给“ 三农” 问题的解决带来了很多障碍。 因此, 在深化农村金融体制改革的过程中, 只有协调发展 政策金融和商业金融, 才有利于农村金融的长远发展。本文从我国农村金融主体的角度分析了农村金融体系存在 的问题, 并通过分析政策金融与商业金融的关系 , 提出应协调发展政策金融与商业金融, 完善农村金融体系建设。 [ 关键词] 农村金融体系;商业金融;政策金融 [ 中图分类号] F830 .2 [ 文献标识码] A [ 文章编号] 1673 -5609(2008)02-0107-03 Coordination between Commercial Finance and Policy -based Finance in the Rural Financial System WEI Heng (School of Econom ics and Management , Northeast Agriculture U niversity , Harbin 150030 , China) Abstract :Significant differences exist in China s agriculture and rural economic development in various regions.T he imbalance of rural financial demands lead to financial system lagging behind the rural economic dev elo pment , and hinder the resolution of Chinese three - dimensional rural issues —rural economy , rural development and rural demography .T herefo re, in the process o f deepening rural fi-nance institutional reform , only by coo rdinating the po licy -based finance and commercial finance , can it be beneficial to the long term development of rural finance .F rom the perspectiv e of the main body of China s rual finance , this article analyzed the ex isting prob-lems in the rural financial system , as well as the relations be tw een policy -based finance and commercial finance , it also proposed that the development of policy -based finance and commercial finance should be coordinated to improve the construction of rural financial system.
