水泥工业论文：山东省水泥工业低碳经济发展对策研究 【中文摘要】水泥工业低碳经济发展是传统发展观的结果,也是经济、社会和环境协调发展的必然要求。山东省一直以来就是我国的水泥生产大省,包括着众多的水泥企业。本世纪以来,水泥工业取得了突飞猛进的发展,水泥作为重要的建筑材料,为山东省经济发展做出了一定的贡献,但以高能耗、高污染的代表的传统水泥工业发展正面临着严峻的挑战。本文以科学发展观为指导,运用产业经济的相关理论和方法,提出了水泥工业低碳经济发展的内涵,深入分析山东省水泥工业的发展所面临的挑战,主要包括山东省水泥工业发展中的环境约束依然严峻、资源的保障程度低与消耗浪费大并存等。本文还阐述水泥工业低碳经济发展道路的客观必要性和必然性,并对了山东省水泥工业低碳经济发展的核心要素进行分析,根据山东省做出的实绩,通过国外低碳经济发展的启示,提出了山东省水泥工业低碳经济发展的对策。在水泥工业发展贯穿四条主线的前提下,政策上做到认真落实产业政策、严格投资项目管理,加大技术改造、促进产业机构调整升级等；在企业发展对策上做好节能升级工作,延伸产业链提高水泥附加价值等。 【英文摘要】Low carbon economy development of cement industry is not only the result of traditional viewpoints on development, but also inevitable requirement of coordination development among the economic, social and environmental. Shandong province has the most cement production in China, including many of the cement enterprises. Since 21th century, cement industry has obtained a huge development. Cement industry, as a important building material, makes the certain contribution for Shandong economic development, but the traditional cement industry development represent by energy-intensive and high pollution is facing serious challenges.This paper, guided by the scientific development viewpoints, using industry economy related theory and method, puts forward the cement industry connotation of low carbon economy development, analysis of the challenges faced by the development of cement industry in Shandong province in-depth, including the environment restriction of cement is still serious, the low degree of resources guarantee and the consumption waste are coexist, etc. This paper also stated that the road of low carbon economy development in cement industry is objectivity inevitable and necessary, and analyzes core elements of the cement industry in low carbon. according to the performance棗low carbon economy development, Combining the enlightenment between the domestic and foreign countries, puts forward the countermeasures of cement industry development of low carbon economy in Shandong province.
