中国可持续能源项目 The China Sustainable Energy Program 能 源 金 会 The Energy Foundation 项目成果报告系列 Technical Report 建筑节能工程施工质量验收标准 及管理制度研究报告 Standard and management system research for acceptance of energy building construction 中国建筑科学研究院 20 12 年10月 摘 要 《建筑节能工程施工质量验收规范》GB50411- 2007修订与验证研究过程中，标准修订编制组共召开6次工作会议， 并于2012年10月18 日通过审查。项目从分析我国建筑节能技术提升 与标准衔接、以及标准执行过程中发现的问题，提出解决方案，确 定标准修订的重点方向和框架，并对修订内容进行验证形成征求意 见稿，经过全国范围征求意见和专家审查，对标准进行了完善。针 对标准执行过程中反馈的意见以及可再生能源建筑应用等新的建筑 节能工程需求，本次修订重点增加了地源热泵换热系统、太阳能光 热系统、太阳能光伏节能工程等内容，并增加了4种检验方法，较全 面的对原标准进行了补充和完善。 建筑节能施工验收能力建设研究对我国建筑节能标准执行及工 程质量监管体系进行了梳理；通过对全国建筑节能减排专项检查情 况和地方情况的调研，分析了建筑节能施工验收标准执行中发现的 标准执行还存在地区不平衡、从业人员技术水平有待进一步提高、 对标准理解不清、部分中小城市检测能力不健全、节能设计和审查 深度不够、施工组织方案缺乏针对性等问题。对建筑节能施工验收 能力建设研究提出政策建议：1）完善建筑节能管理体制建设；2 ） 加强标准执行监管；3 ）加强标准宣贯工作；4 ）做好新型建筑节能 材料的推广应用；5 ）完善相关图集和指南；6 ）严格加强建筑节能 材料、产品、设备的工程准入；7 ）提高检测公司节能检测能力。 I Summary “Code for acceptance of energy efficient building construction” GB50411-2007 revised and validation studies ： The amendment group held work meeting for 6 times, and through the review conference held on October 17-18.
