In the operation phase of water pollution control by the third party needed effective government regulation, the government should monitor the pollution enterprise and the third party accurately and continuously to ensure the expected effect water pollution control. At present China still has many problems, such as the responsibility is not clear, regulation resources are insufficient, accountability system is not perfect and so on, which are the obstacles for the government to perform regulatory responsibilities.
