1. Background information
The Kuril Islands in Russias Sakhalin Oblast region, is a volcanic archipelago that stretches approximately 1,300 km northeast from Japans Hokkaido to Russias Kamchatka.
Soviet forces occupied the southern islands in 1945, deporting their Japanese inhabitants and bringing in settlers. In the 1956 declaration that re-established ties between Russia and Japan, Russia offered to return two of the islands as part of a peace treaty. But Japan rejected that compromise, maintaining that all the islands should be returned, and the issue has never been resolved.

18th century, Japan and Russia has to develop in Kuril Islands.
In 1855, the Russo-Japanese and pro-Tonghao signed treaties, Southern Kuril Islands is owned by Japan.
In 1945, The Soviet Union before the end of World War II military operations launched by the storm in August and occupied the South Kuril Islands.
In 1945, Yalta Conference among the United States and Britain made promises to the Soviet Union in the postwar South Sakhalin and the Kuril Islands and full sovereignty, and signed the Yalta Agreement. After the Japanese surrender, the Soviet Union announced that according to the Yalta Agreement, ownership of the Kuril Islands sovereignty.
In 1956, the Soviet Union and Japan signed the Soviet-Japanese Joint Declaration, but because the two countries on the sovereignty of the South Kuril Islands can not agree.
In 2004, Russia has decided to return a smaller toothed dance and Shikotan (total land area in the disputed region of 6%), but Japan refused.
August 16, 2006, Russian patrol boat near the disputed area to the Japanese fishing vessel fired warning shots, a fishermen death, the disputed area became the first victim of the Japanese public outrage in Japan.
