中国农学通报 2012,28(02): 157-160 Chinese Agricultural Science Bulletin 农民工子女随迁入学的制度性障碍与保障 丁明秀 （郑州师范学院，郑州450044 ） 摘 要：中国城镇化进程中的农民工子女随迁入学问题，是党和政府高度关注着力解决的重大问题。笔 者在河南工业基础较好的城市，通过随机访谈、问卷调查等方式，对河南农民工子女随迁入学的状况进 行调查与分析。研究发现现行的户籍制度、财政投入与保障体制、义务教育管理体制的一些过时规定是 导致农民工子女随迁入学问题的制度障碍，当前必须加快推进城乡户籍制度改革、创新义务教育财政投 入与保障体制、完善义务教育管理与服务体制，为农民工子女随迁入学提供一个系统、科学的制度保障。 关键词：农民工子女；随迁入学；制度障碍；保障 中图分类号：G639.20 文献标志码：A 论文编号：2011-1731 TheObstacleandSecurityofOrganizationontheFollowingEnter-to-SchoolProblem ofMigrantWorkers’Children DingMingxiu (Zhengzhou Normal University,Zhengzhou450044) Abstract: DuringtheprocessofChina’sacceleratingurbanization,thefollowingenter-to-schoolproblemof migrantworkers’childrenwasbecamethemostimportantissuewhichourpartyandgovernmentpaidhighly attentionto.TheauthormadetheresearchofthecitiesinHenanProvincewhichhadthebettercondition,and surveyed and analyzed the following enter-to-school situation of migrant workers’children through the randominterviewandquestionnairesurvey.Theauthorthoughtthattheout-datedregulationofnowadays householdregistrationsystem,financialinvestment,insurancesystemandcompulsoryschoolorganizationwere theobstacleofthefollowingenter-to-schoolproblemofmigrantworkers’children.Atthemoment,people mustacceleratethereformofthecityandcountryhouseholdregistrationsystem,innovatethecompulsory school’sfinancialinvestment,completethecompulsoryschool’smanagementandservicemechanism,and provideasystemicandscientificsecuritytotheenter-to-schoolproblemofmigrantpeasantworkers’children.
