尊敬的《云南社会科学》编辑老师： 您好！！ 现向贵刊投稿一篇。 我的联系方式是：邮编，416000,湖南省吉首市吉首大学法学与公共管理学院82#，谭正航收。手机号E-mail:tanxixiang@163.com，tanxixiang405@！！ 谢谢！！ 恭祝编安！！ 我国区域产业政策的演进历程与优化对策 谭正航 1.2 （1.吉首大学法学与公共管理学院 湖南吉首 416000 2. 西南政法大学博士后流动站 重庆 401120） 摘要：区域产业政策是协调产业政策与区域政策冲突，推进区域协调发展的重要政策工具。我国区域产业政策的演进历程大致可以划分为区域均衡发展时期、区域非均衡发展时期、区域协调发展时期及产业发展转型时期四个阶段。从其演进轨迹来看，我国区域产业政策对于区域协同发展的作用逐步增强。但我国区域产业政策还存在对促进区域协同发展基本目标坚持不够，政府调控功能过度，产业政策与区域政策不协调及政策体系不完善等问题。优化区域产业政策是推进我国区域协调发展战略实施的重要条件。我国应通过强化区域协同发展基本目标指引，构建科学的政策原则，设立综合性区域产业调控机构，完善区域产业调控制度体系及构建政策实施保障机制等措施推进区域产业政策的优化。 关键词：区域产业政策；区域协调发展；演进历程；优化对策 On Evolution and Optimization Strategies of Regional industrial Policy in Our Country Tan Zheng-hang (Law and public management school of JiShou university, JiShou HuNan, 416000 Post-doctorate Position of Southwest University of Politics and Law, Chongqing 401120) Abstract: The evolution of regional industrial policy in our country can be divided into four stages,the regional balanced development period, the coordinated development of regional , the balanced development period and the industrial development transition period .From the view of evolution, the role of regional industrial policy of our country is increasing regional coordinated development,but there are still insist for not promote regional coordinated development goals, industrial policy and regional policy coordination development not be enough and the policy system not be perfect of regional industrial policy of our country.The optimization of regional industrial policy is an important condition for promoting the implementation of coordinated regional development strategy in our country .So,our country should strengthen the guidance role of basic goal of the coordinated development of regional policy, constructing scientific principle, establishmenting of regional industry integrated regulating mechanism, optimizing the establishment of regional industrial system of regulation system and imp
