Since the year of 1985, MHL has been under consideration and review for 27 years.  Overview We expect that Mental Health Law will impose positive value on protecting rights of persons with mental disabilities and promoting reforms of mental health service in China. Because of the MHL, the existing administrative rules and local regulations on mental health will be invalid, and the institutional discrimination against persons with mental disabilities inside these regulations will have a chance to be amended. We hope that the legislative improvements, such as transition from self-awareness to Dangerous Standard, could promote transforming from Biomedical Model to a human rights approach of mental health service.
